Delaware Insurance Commissioner Karen Weldin Stewart announced Delaware’s 100th Captive Insurer in March of this year. Many insurance companies choose Delaware to incorporate because they feel effectively balances carrier regulation and the business environment in which insurers seek in order to operate effectively.

Does this help Delaware drivers to get the best rates on insurance, whether it is from a captive insurer or one that works through independent agents?
